Ex-president but still number two heel (after a certain telco exec) Estrada is now officially charged with plunder but spends most of his time entertaining friends and guests in the presidential suite at a government hospital, where he is surrounded by two thousand soldiers for protection and reportedly entertains guests till the wee hours in the morning. The police officer in charge of Estrada's protection justified the number of policemen protecting Estrada by claiming that cell phone theft is rampant in the city now and that "you can never be too sure".
Meanwhile, back in reality-land, lesser mortals are left to their own devices as the crime situation in the city has increased, possibly due to the lack of policemen to guard citizens who may not necessarily be accused of over protecting their telephones and incidentally also being charged with plundering a whole nations wealth.

The fat Erap guy is grossly overrated. Reduce his security to a few so the rest of the two battalions can go fight crime. Threats to his life may be phoned in by his lawyers, who want a comfortable venue and to keep their most high profile (ergo, highest paying) client in the news, or lose their chance to be noticed again. There should be a survey taken on how many of the wounded soldiers now confined at the veterans Hospital think of having their Ex-CIC on board. They have a right to express themselves too.
